Facing the Fiscal Realities of the Coming Dissolution

As we enter a new calendar year and close out the Vietnam Veterans of America 2025 fiscal year, we are in good financial condition and ready to move forward with new initiatives and a new budget for FY 2026.

As I have previously reported, the reserve funds for Dues Rebates are depleted and now we are working on a funding plan that would pull from our regular budget to provide Revenue Sharing to each chapter and state council. The Finance Committee and Board of Directors have approved the budget and funding for this plan, and funds will go to all chapters and state councils in good standing.

The National Convention in 2023 approved a plan for a Legacy Task Force and the chair, Jack Devine, has been working with his committee and the National Officers. As we transition, the scope and functions of the Board of Directors, particularly concerning VVA committees, staffing, and corporate functions will be significant considerations.

As your National Treasurer, I have been involved in these discussions and their funding plans. Our FY 2026 budget reflects some of the realities VVA faces as we move toward dissolution. Some of the actions we will take as we move to comply with the dissolution requirements and objectives may be uncomfortable but are essential. Our planning accepts the eventual limitations forced upon us as we age, as well as the decisions made at the 2023 National Convention.

As always, I am available to explain and discuss any matter with each of you. It is a time for changes in VVA, and all members should feel free to express their opinions and expectations to me.
